ROM InWest is the regional development agency for the North Holland region. From its base in Haarlem, a team of approximately thirty dedicated professionals supports startups, scale-ups, and SMEs that aim to contribute to the food transition, energy transition, digitalisation, and circular economy — working together to build a robust, sustainable, and inclusive economy in North Holland.
In addition to connecting companies with external financiers, ROM InWest also invests directly in these businesses through the SME Fund and the Transition Fund. To provide knowledge and networking opportunities, the organisation collaborates closely with the Province of North Holland, various municipalities in North Holland North, and the Amsterdam Metropolitan Area.
Assignment
The Manager Finance role is broad and central within this young organisation. Acting as the financial sparring partner to management, the Manager Finance is responsible for the smooth and reliable daily financial operations. This person is the first point of contact across the organisation for all financial matters. Reporting to the Head of Finance & Impact, the Manager Finance leads one direct report and is part of the Finance & Impact team. Additionally, they work directly with the Innovation, Investment, and Governance teams.
- Ensuring smooth daily financial operations — also hands-on when necessary;
- Coordinating month-end and year-end closing and preparing the annual financial statements;
- Drafting budgets and forecasts in consultation with management;
- Further developing business control and delivering management reports for various stakeholders;
- Creating complete process descriptions, performing risk analyses per process, and coordinating the implementation of control measures into primary processes;
- Participating in organisation-wide improvement projects, such as integrated risk management and time tracking;
- Acting as a tactical advisor to the Head of Finance & Impact;
- Providing clear alerts, well-founded analyses, and actionable reports — always seeing opportunities;
- Ensuring timely and accurate reporting of in-house contracts and (fiscal year) subsidies;
- Coordinating external audits, including addressing management letter findings, and serving as the primary point of contact for auditors.
Profile
- A completed, relevant Bachelor’s degree (at minimum);
- At least 10 years of work experience as an accountant, controller, or finance manager;
- A pragmatic, down-to-earth, no-nonsense attitude. Hands-on, but also knows when to ask for help;
- Fluent in both Dutch and English, written and spoken;
- Strong Excel skills are a plus;
- Experience liaising with and supporting external auditors;
- Familiarity with (European) procurement regulations is a plus;
- Knowledge of and ability to apply relevant tax laws;
- Intrinsically motivated to deliver high-quality work and proactive in identifying potential risks and opportunities;
- Knowledge and/or experience with developing or managing public-private partnerships is a plus.
